The Emporia Recreation Commission holds public board meetings the 3rd Monday of every month at 5:30pm. Meetings are held at Lee Beran Recreation Center located at 313 W. 4th Avenue, Emporia, KS 66801. Meeting dates are subject to change. If you wish to address the board, you are asked to fill out a public comment card before the start of the meeting, and give it to the Clerk of the Board to be included in the agenda.

REGULAR BOARD MEETING MINUTES
June 19th, 2017
The Regular Board Meeting was called to order by Chairperson Mike Helbert.
OTHER MEMBERS PRESENT: Danny Giefer, Dave Harding, Ryan Karjala and non-voting member Rob Scheib. GUESTS PRESENT: Blaise Plummer (Retired Former City of Emporia Attorney), Laura Kirmer (KVOE), MaryAnn Redeker (Emporia Gazette) Amy Becker (Accountant), Amanda Gutierrez (Programming Supervisor), Jennifer Wegener (Aquatics Supervisor) and Stephanie Dreasher (Clerk of the Board).
Danny Giefer moved to approve the Consent Agenda and Dave Harding seconded the motion.
Motion passed 4-0.
Leadership Team Updates
Jennifer Wegener (Aquatics Supervisor) gave an update for the Aquatics Department. The Jones Aquatic Center is fully staffed for the summer. June 19th is the start of morning and evening swim lessons, there was a new Aquatics Camp offered this year with 12 participants. She has tried new location for the AquaFit and AquaBeat classes by moving them out to the Aquatic Center once a week for a different atmosphere.
Amanda Gutierrez (Programming Supervisor) reported that Rec-Xtra had its best year yet. The School Board has decided to raise fees for the 2017/2018 school year. Instead of two semester payments, there will be a payment for each trimester. Summer S’cape is going well with two sites again, Village and Riverside. Camp Wilson has also had a great turn out with almost the maximum of 20 campers each week.
Blaise Plummer (Retired Former City of Emporia Attorney) reviewed the communication for the TRYSA Soccer Fields:
• May 11th – Jeff DeBauge met with Blaise Plummer and Danny Giefer
• May 20th – Spoke with Paul DeBauge over the phone
• June 1st – Jeff DeBauge spoke with Blaise Plummer and he is in communication with his father who resides in Florida
• There was to be a meeting with the TRYSA Board, but due to miscommunication the meeting is set for the week of June 26th
Blaise Plummer will report back at a future board meeting but he feels that everything is moving along as planned.
The Director reviewed the State Baseball/Softball Tournaments, there was a great turn out and both locations (Soden’s Gove and Trusler Sports Complex) were perfect for the tournaments.
The Director gave an update on improvements to the sidewalk at the Emporia Recreation Center. On the West side of the building there was an installation of a sidewalk and railing. In the parking lot, the curb has been cut out to make way for a “ramp” for patrons being dropped off by the L-Cat or other transpiration.
The Director gave an overview of the Capital Improvements 2017-2021. It would cost approximately 2.7 million to achieve the top 25 improvements. The roof for the entire building is already in the works with the project starting end of June/beginning of July. The Director would like to start working on Rec. Center renovations at the first of the year, like the clouds to help sound and the LED lighting.
The Director gave an overview of the 2017/2018 fiscal year budget. The Director had to adjust the budget slightly because the estimated property evaluations are to go up 4.02%. The budget, when approved, will be put in the Emporia Gazette next week for publication. Danny Giefer moved to approve the 2017/2018 Budget for publication and Ryan Karjala seconded the budget, motion passed 4-0.
Dave Harding made a motion to endorse the non-smoking area at outdoor youth sporting events and Dany Giefer seconded the motion, motion passed 4-0.
Danny Giefer moved to approve the board go into executive session for 10 minutes regarding non-elected personnel and Ryan Karjala approved the motion. Motion passed 4-0.
Danny Giefer moved to approve and additional 5 minutes for executive session regarding non-elected personnel and Ryan Karjala approved the motion. Motion passed 4-0.
Danny Geifer moved to approve the board go into regular session and Dave Harding seconded the motion. Motion passed 4-0.
Dave Harding made a motion to approve summary of increases as proposed and the Board proposed a 3% increase for the Director, Danny Giefer seconded the motion. Motion passed 4-0.
Next Regular Board Meeting is Monday, July 17th, 2017 at 5:30pm.
